Abstract:By establishing a scientific policy evaluation system for the technology service industry, a quantitative evaluation is conducted on the policy texts of the technology service industry in Anhui Province, thus providing corresponding optimization suggestions for the formulation and improvement of the science and technology service industry policies in Anhui Province. Firstly, by using text analysis tools, text mining and high-frequency word analysis are conducted on the contents of 101 policy texts related to the science and technology service industry in China from 2014 to 2023. On the basis of the previous research, an evaluation index system for policy texts, which is related to the science and technology service industry, has thus been constructed. Secondly, with the help of PMC surface and radar chart, a two-level comparative framework is constructed based on the policy texts of the science and technology service industry in Anhui Province for a comparative analysis. It is found that in the science and technology service industry policies in Anhui Province, there are such problems as incomplete setting of policy timeliness, imperfect policy implementation mechanism, and unbalanced utilization of policy tools. Therefore, policy recommendations are proposed to enhance the “diversity” of policy timeliness, improve the effectiveness of policy implementation, and coordinate the utilization of supply-oriented policy tools, so as to improve the scientific and practical evaluation of the science and technology service industry policies in Anhui Province.
