The situation of socio-economic development of Zhuzhou city were analyzed through statistical data since 2005. The results indicate: Zhuzhou city is in the middle level of industrialization, it has large proportion of heavy chemical industry, its energy consumption and carbon emission grow rapidly and it is lack of low-carbon technologies, but there is large energy-saving potential in enterprises. Zhuzhou city can use a variety of favorable conditions of home and abroad to adjust its industrial structure and promote heavy chemical industry as soon as possible to upgrade its technology intensive.
