In view of the basic concept of constructing Steiner triple systems, the concerning theorem of existence and construction for this systems of order s×t-s+1 is proved. Then the entire procedure of constructing Steiner triple systems of order 19 and the enumeration problem of Steiner triple systems of order s×t-s+1 are analyzed and introduced.
