Abstract:The realization of the carbon peaking and carbon neutrality (“dual carbon”) goals must be advanced through the prism of the rule of law, encompassing both its conceptual framework and practical application. This entails a two-pronged strategy at the level of legal norms, integrating indispensable elements of both “hard law” and “soft law”. Furthermore, it demands a collaborative governance framework that synergizes multiple legal disciplines, notably environmental law, energy law, technology law, economic law, foreign-related law, and administrative law, to form a comprehensive regulatory matrix.
