    摘要:

    人工智能在推进人类文明进程的同时,也蕴含着巨大的风险。人工智能风险具有高度的人为性、不可预见性、隐蔽性及不安全性等特征,其会对作为互联网“原住民”的青少年群体在社会、教育、心理和行为等方面产生不容忽视的影响,催生出如AI网络暴力、AI媚俗色情内容、AI信息窃取等诸多网络不文明现象。面对人工智能技术发展给青少年网络文明建设带来的风险,应掌握治理主动权,在人类文明新形态思想引领下创新科技治理手段,全面提高青少年媒介素养。通过强化国家在场和“软法柔治”的方式,构建以平台为中心的网络内容多元共治体系,构建针对网络暴力的综合治理体系,健全“自媒体”账号的全流程管理,解决好新技术环境下个人信息保护与数据治理难题,努力构建向上、向真、向善、向未来的青少年网络文明系统。

    Abstract:

    While artificial intelligence advances the process of human civilization, it also carries enormous risks. AI risks are highly artificial, unpredictable, hidden and unsafe, which have a noticeable impact on the social, educational, psychological and behavioral aspects of teenagers as the Internet generation, and have spawned many uncivilized phenomena on the Internet, such as AI cyber violence, AI kitsch pornographic content, AI information theft and so on. Faced with the risks brought by the development of artificial intelligence technology to the construction of teenagernetwork civilization, we should take the initiative in governance, innovate technological governance methods under the guidance of new forms of human civilization,and comprehensively improve the media literacy of young people. By strengthening the presence of the state and “soft law and soft governance”, we will build a platform-centered multi-governance system for network content, build a comprehensive governance system for cyber violence, improve the whole process management of “self-media” accounts, solve the problems of personal information protection and data governance in the new technological environment, and strive to build an upward, true, good and future-oriented teenager network civilization system.
