Abstract:The practice of “code governance”, an emerging digital governance method in the countryside, meets the requirements of building a new system of rural digital governance and promoting the modernisation of rural governance capacity, and is of great significance to rural revitalisation. At present, “code governance” has achieved good results in rural governance, including enhancing transparency in village administration, establishing effective inspection and oversight mechanisms, providing effective support and assistance, achieving successful rectification and governance, and strengthening autonomous governance. However, it is also faced with the inherent challenges of weak rural digital infrastructure, relatively poor digital literacy among farmers, the conflict between traditional concepts and digital governance thinking, as well as new problems arising from a lack of overall planning, digital governance misconduct, and information security risks. In this regard, we should optimise the development path by strengthening the top-level design of rural digital governance, improving the construction of rural digital infrastructure, constructing a support system for rural digital talents, building a diversified scenario of rural digital applications, establishing an assessment mechanism for rural digital governance, and enhancing the capacity of rural digital security, thereby empowering “code governance” and aiding in the revitalisation of the countryside.
