It has always been an eternal issue to ensure national food security, which means not only a better but also a securer supply of food for the whole nation. Classical Marxist writers attach great importance to the issue of “rice bowl” and believe that food is related to the fortune of a nation and people’s livelihood. Since the 18th CPC National Congress, Xi jinping ,General Secretary of the CPC, has attached greater importance to the issue of food security, and has made some propositions such as “China’s total area of farmland does not fall below the redline of 120 million hectares”, “protecting lucid waters and lush mountains”, “cultivating Chinese seeds” and “developing new rural collective economies”, leading the Chinese people to a path of food security with Chinese characteristics.
