From the perspective of users, this study takes Shenzhen Government Open Data Platform as its example based on the user technology acceptance model. And 14 indicators for observation are designed to study the usefulness and accessibility of government open data. The research shows that Shenzhen Government Open Data Platform has three characteristics: open and orderly, timely responsive and positively encouraging. But at the same time, there are also some shortcomings, such as insufficient data creation scenarios, single access to data resources, low quantity and quality of utilization results, inactive platform user evaluation and low participation. Based on those facts, the paper puts forward policies and suggestions, such as taking users’ needs as its orientation, improving users’ digital literacy, andbuilding anincentive and restraint mechanismfor government departments and atrans-departmental and trans-hierarchical coordination mechanism.
