The democracy and the rule of law are separately discussed at the 20th National Congress, high lighting the importance of these two issues. To strengthen institutional confidence, it is of vital importance to understand the great achievements and new realms in these two areas. The whole-process democracy, proposed to distinguish itself from western democracy, is a system that stresses whole-process democracy and people’s democracy, with the latter as the essence. People’s democracy, therefore, should be the focus in our study and publicity, and side issues should not be overemphasized in pursuit of innovation. Besides, the report at the 20th National Congress should be studied in depth in order to fully comprehend Xi Jinping Thought on the Rule of Law, the fundamental guidelines to build a system of socialist rule of law with Chinese characteristics and to establish China as a socialist country under the rule of law.
