Abstract:In the context of rural revitalization, village consolidation has become an inevitable trend in the reform of rural governance units. The key to achieving good governance in a “merged village” is how to elect a suitable governing agent through effective elections. However, from the experience of village L in central Hunan Province, the negative factors caused by the consolidation of villages such as the change in the social structure of the village, the weakening of the social foundation of the general election and the intensification of the conflict of interests of voters brought about from the consolidation have seriously affected the conduct of the elections. However, village L took multiple measures to successfully eliminate the above-mentioned unfavorable factors and achieve an effective election. The practical experience of L village can provide valuable insights for other “merged villages” to achieve effective elections: long-term measures such as promoting the development of the village’s collective economy, improving the political literacy of the villagers, and enhancing the cultural identity of the villagers should be taken to consolidate the basis for the election; and meanwhile, through short-term methods such as establishing the sense of responsibility of grass-roots cadres and formulating detailed election rules, the electoral predicament will be eliminated and effective elections will be realized.
