Abstract:Supervision for designated jurisdiction aims to ensure that supervisory matters can be dealt with in a correct and timely manner. In practice, there are some problems in the supervision for designated jurisdiction, such as relevant unclear statutory reasons, inconsistent subjects who make decisions, loose qualification examination of designated jurisdiction organs and misalignment of jurisdiction. The reason is that the supervisory organs have a misunderstanding of the theoretical basis and system positioning of the supervision system for designated jurisdiction. In order to correct the above-mentioned understandings, it is necessary to take the judicial-centered mode of supervision for designated jurisdiction as the guidance, clarify the scope of application of this system, reasonably set up the specific procedures, clearly define the qualification of the organs, and promote the perfection of the supervision system for designated jurisdiction.
