Abstract:Since its establishment, the Hunan Provincial Council has longstanding hostility towards the Communist Party of China. However, with Zhao Hengti’s resignation as the Speaker and Tang boqiu’s by election as the Speaker, the attitudes of Hunan Provincial Council towards the Communist Party of China had undergone a subtle change. In the attitude towards peace, strategies like “preparing the fight before the peace negotiation” and “guarding the provincial border and caring for the residents”, were rejected successively by the Provincial Council, and the proposals of provincial autonomy and remaining neutrality between the Kuomintang and the Communist Party were dismissed as well, turning into accepting the eight conditions of peace negotiation by Mao Zedong. Meanwhile, people in Hunan also shifted their skeptical view of the Provincial Council into trust. Eventually, in the process of competing with people’s organizations for the right to speak and coping with Bai Chongxi’s pressure, most Council members finally chose to cooperate with Cheng Qian in a peaceful uprising to meet the liberation of Hunan.
