Abstract:Setting up the Intelligence Committee is an important means for Japanese militarism to realize the unification of speech control. The committee was established one year before the comprehensive anti-Japanese war, and conducted large-scale public opinion poll and intelligence gathering activities during the Lugouqiao Incident. Its investigation content is closely related to the formation of Japan’s external publicity policy. With the step-by-step expansion of the war of aggression, through the changes of “Comrades’ Association of Current Situation”, “Cabinet Intelligence Committee”, “Cabinet Intelligence Department” and “Cabinet Intelligence Bureau”, it eventually developed into a wartime speech control organization integrating intelligence collection, media control and public opinion guidance.
