Abstract:The victory of the Revolution of 1911 awakened Chinese people’s constitutional consciousness. Restricting the power abuse by the Constitution became people’s ardent expectation and unremitting pursuit. Various interest groups, especially the Northern warlords represented by Yuan Shikai and the members of Parliament represented by the bourgeois revolutionaries and constitutionalists, fought fiercely around the constitutional power of the country. However, both sides lacked the democratic spirit of consultation and the political wisdom of compromise, which finally led to the disillusionment of the ideal of constitutionmaking in the early years of the Republic of China.
