The modernization of State governance capacity is that political subjects use public power and corresponding ways to deal with socials public affairs effectively from the public deck of state and society under the hypothesis of modernization of economy and society and so on,so that we can achieve the capacity which control and advance state and society effectively.But the state governance under the background of democratization shows its characteristic,because it faces new tasks,that one hand it must positively respond to the enthusiasm and demands of political participation of citizens; on the other hand, it also prevents citizens from closing in the narrow self-world and resulting in the loss of public spirit in the call for democracy and equality. So,in order to advance the modernization of state governance capacity under the background of democratization,we must solve the above problem, the key is to create the condition of system to allow citizens to govern themselves and to raise the self governance capacity of them, it is also the foundation to advance State governance capacity in the society of democratization.
