The villager autonomy is one of the important ways of democratic self-government in China. The direct democracy exerted profound impact on China's democracy and rule of law in the process of modernization, but due to the influence and restriction of villagers’ poor procedure cognition, traditional procedure legal culture, liability mechanism of the illegal procedure etc, there still exist some procedure anomie in the implementation process. In continuing to promote political democracy, solve the problems in villager autonomy, realize the routinization and standardization of the villager autonomy law, we must enhance the villagers’ procedure concept and procedure consciousness, strengthen the local government’s guidance, and perfect the liability mechanism of illegal procedure. We need to prevent and eliminate procedure anomie from the source, process and results, thereby to further promote the new rural construction and realize the harmony and stability in rural areas.
