In view of systematically analyses of the present situation of low-carbon development and characteristics of Changsha city with its statistical data from 2005 to 2010, the research shows that Changsha is still in mid-late industrializing stage, and its energy consumption growth has a declining trend but the total energy consumption will still increase with the development of economy growth. Based on above results, the thoughts of low-carbon transformation of Changsha city with the background of "two-oriented" society will be analyzed.
