Yunlong demonstration district is one of five demonstration district on “two-oriented society” construction at Changsha-Zhuzhou-Xiangtan urban agglomeration. By analyzing the existing index system of “two-oriented” industry, at first, it points out that saving resources is the top priority to foster and develop “two-oriented” industry; friendly environment is its foundation; comprehensive performance is its inevitable result; and innovation capability is its necessary condition. Then the index system of “two-oriented” that adapt to functional position of Yunlong demonstration district is center of modern service industry in Changsha-Zhuzhou-Xiangtan urban agglomeration are put forward. Finally, evaluation procedures of “two-oriented” industry are also summarized.
