In view of the situation of large administrative expenses and low administrative efficiency of our government administration well as promote the economy of counties，we must adjust the existing management system. The reform of county administrated by province comes up as one powerful measure. With the fundamental premise of the unchanged political system，we can progressively realize the finance of county administrated by province，administration and politics by exploring and reforming the existing system of county administrated by province.
