In 2007, Chinese Premier Wen Jiabao has stated in the government work report that free education will be provided for the students in normal universities directly under the ministry of Education. This suggests that the free educational system for normal students in modern China has instituted for a long time will return to university campus. Free education for normal students brings hope and power for many poor families. Nevertheless, it has argued that the free education policy for normal university students is limited to implementation scope and with along service term, lack of quality assurance mechanism and incentive mechanism and management system, inconsistent with the opening teacher education trend as well.
