Nowadays，owing to lack of experience in actual operation the new type of inviting tenders and purchasing books in libraries of universities and colleges，we often prone to fall into the mistaken ideas which named “lower price tender”. In order to free ourselves of the mistaken ideas and improve the quality of books purchase, libraries of universities and colleges should drawing up a series of effective measures, such as draw up normative procurement contract and reasonable standard for evaluation to inspect book wholesaler’s strength and strict control the quality of book acceptance.
