The mind of “independent self-protection in Hunan” and “civilization exclusive” raised during the Reform Movement in Hunan was the political strategy to the Jiaozhou Bay National Crisis and the new situation in sino-foreign relations in Hunan. The implementation of the political strategy was not only the major cause for the Hunan Reform Movement, but also the ideological foundation for the reformers in Hunan Reform Movement to organize a series of new policies.
