There exists many problems in most rural areas， such as the conflicts between administrative power and autonomy， executive conflicts power and autonomy， the prominent contradiction between the village committee and village party branch， unsatisfactory overall performance of villagers' self-governance. Therefore， it is very necessary to reform the rural governance structure and promote the model innovation of rural community governance.The main approach is to construct self-governance system in rural communities by implementing administration of village-level organizations and changing the center of self-governance system from administrative villages to rural community which are fromed form the reorganization of the village group.
