Abstract:Kingdon's Multiple Streams Model Theory concentrates on the issue of "the reason why social issues change into the policy agenda" and proposes an anaysis framework of the Multiple Streams which describes the dynamic policy formulation. Multiple Streams model theory initiates three separate streams--problem stream, policy stream and political stream, which combine to open the policy windows and finally lead the social issues to policy agenda. This theory inspires us to make the public policy. In the process of making the policy agenda more scientific and democratic in China, we should broaden the channels for expressing the public interest, increase the transparency of the community emergency information and rich policy-makers, all of these will improve the formulation of public policy.
