Local government violent house relocation is destructive. According to the administrative management systems， this paper analyzes the fundamental reasons of violent relocation despite repeated prohibition from aspects of decision-making system， personnel system， evaluation system and supervisory system， and gives advice to construct a government in the sunshine and promote harmonious relocation.
