Taking the grave case of “7·22” bus burning accident in Xinyang, Henan province as an example, the analysis was made on the special duty of care of the employees endued by the dangerous cargo transport and packaging standard, and the risk of constituting a crime in the employees’ behavior for violating the packaging standard obligations. At the same time, it showed that in the field of packaging technology crime, the packaging technology standard had an important auxiliary function in the application of criminal law.
