Although the independent innovation of Zhuzhou enterprises has obtained some achievements, it also revealed a lot of problems. Cultural innovation is targeted as the main reason, and it is inevitable for promoting the independent innovation of old industrial bases in central China. To construct the “innovative culture”, we should creat a favorable atmosphere for innovation by establishing the “ constant innovation” enterprise spirit, the “lifelong learning” value outlook and the “people-oriented”enterprise management thought.
